Industry figures: NAPEO (National Association of Professional Employer Organizations), 2024 to 2025.
What are PEO services?
PEO services are human-resources functions delivered through a Professional Employer Organisation under a co-employment model. The PEO becomes the administrative employer of your staff, handling payroll, tax filing, benefits, workers' compensation and compliance. You keep hiring, managing and running the business exactly as before.
The commercial logic is scale. By pooling your team with thousands of other small businesses, a PEO can offer enterprise-grade health plans and workers'-comp rates that a 20-person company could never negotiate alone. According to NAPEO, businesses using a PEO grow faster, have lower employee turnover and see an average return on investment of around 27 percent in cost savings alone.
Why compare PEO services here?
Pricing is deliberately opaque
Most PEOs will not publish a rate. Quotes arrive as one bundled number, and switching costs lock you in before you can compare. We surface admin fees, models and a transparency grade side by side.
Coverage is not uniform
A PEO strong in California can be thin in a monopolistic workers'-comp state like Ohio. We map availability state by state, so you see the gaps before you sign.
Certifications actually matter
An IRS-Certified PEO carries your federal payroll-tax liability. A non-certified one does not. We flag CPEO and ESAC status on every provider, plainly.

Editorial independence
PEOServices.org takes no payment to influence rankings. Some providers are commercial partners and are labelled as such. A partner badge never changes a score. If a provider asks us to remove an unflattering data point, the answer is no. That is the whole point.
